Position Summary
The Property & Facilities Manager is the operational owner of Angels’ Arms’ organization-wide property portfolio, including its 13 family homes, office building, supply depot, and any other real property or facility owned, leased, occupied, or operated by the organization. This position keeps the organization’s homes and office safe, functional, compliant, and well maintained through regular field inspections, disciplined work-order follow-through, preventive maintenance, vendor management, and practical capital planning.
The Manager is expected to spend meaningful time at the properties identifying needs, coordinating solutions, verifying completed work, and communicating with families and staff. Routine tasks may be assigned to a part-time Maintenance Technician; licensed, specialized, or higher-risk work will be performed by qualified contractors.
Primary Responsibilities
Portfolio Oversight and Field Inspections
Visit properties on a planned schedule and conduct documented interior and exterior condition inspections.
Maintain a current property profile for each location, including major systems, warranties, recurring service needs, known risks, and open projects.
Identify safety, habitability, appearance, and functional concerns; assign priorities and establish realistic completion dates.
Confirm that completed work meets expectations and that each property is returned to a clean, safe, family-ready condition.
Build respectful working relationships with house parents and staff while minimizing disruption to children and family routines.
Maintenance Coordination and Work Orders
Serve as the central point of accountability for property maintenance requests from intake through completion.
Triage requests based on health, safety, operational impact, urgency, and cost; communicate status and next steps to affected parties.
Assign appropriate routine work to the part-time Maintenance Technician and determine when an outside professional is required.
Maintain an organized work-order and project tracking system with scope, owner, cost, approvals, status, supporting documents, and completion date.
Establish after-hours escalation procedures and coordinate emergency response when necessary.
Preventive Maintenance
Create and manage preventive-maintenance calendars for HVAC, plumbing, electrical, roofing, life-safety equipment, security, pest control, appliances, landscaping, vehicles, and other property assets.
Schedule recurring inspections and services before due dates and retain the related records.
Track the expected useful life and condition of major systems so replacements can be planned instead of handled only as emergencies.
Vendor, Contractor, and Project Management
Maintain an approved network of qualified, insured, and appropriately licensed service providers.
Develop clear scopes of work; solicit and compare bids when appropriate; recommend vendors within the organization’s purchasing and approval policies.
Coordinate access, scheduling, family communication, site readiness, and completion verification for contractor work.
Monitor contractor quality, timeliness, safety, professionalism, and cost; address performance concerns and maintain service records.
Coordinate small renovations, repairs, and capital projects from planning through closeout, including permits and inspections when required.
Safety, Compliance, and Risk Control
Maintain a calendar of required occupancy approvals, municipal inspections, permits, testing, and property-related compliance obligations.
Document and promptly escalate conditions that could create a health, safety, insurance, or liability risk.
Coordinate remediation and retain inspection reports, certificates, warranties, contracts, and closeout documentation.
Support emergency preparedness for weather events, utility failures, property damage, and other facility disruptions.
Follow child-safety, privacy, background-check, and property-access protocols in every home.
Budget, Records, and Planning
Help prepare and administer the annual maintenance and facilities budget; monitor commitments and actual spending against approved amounts.
Review invoices for accuracy and completion of work before routing them for approval.
Maintain a rolling one-year maintenance plan and a three-to-five-year capital replacement forecast for major systems and property improvements.
Provide concise monthly reporting on open work orders, aging items, safety concerns, spending, vendor performance, and upcoming capital needs.
Identify practical opportunities for cost savings, standardization, donations, volunteer support, and preventive action without sacrificing safety or quality.
Supervision and Service-Provider Model
The Property & Facilities Manager provides day-to-day direction to a part-time Maintenance Technician who performs approved routine tasks, light repairs, property setup, supply runs, and other work within demonstrated skill and authorization. The manager also will coordinate with the organization’s volunteer staff to develop volunteer group appropriate workday activities.
Qualifications
Three or more years of relevant experience in multi-site property operations, facilities coordination, residential property maintenance, construction project coordination, or a closely related field.
Demonstrated ability to manage multiple properties, competing priorities, contractors, schedules, budgets, and documentation.
Working knowledge of residential building systems and preventive maintenance, with sound judgment about when licensed or specialized help is required.
Strong organization, follow-through, communication, negotiation, and problem-solving skills.
Comfort using common office software and a digital work-order, project-tracking, or property-management system.
Ability to communicate respectfully with foster families, staff, volunteers, donors, and service providers.
Valid Missouri driver’s license, reliable transportation, and ability to travel regularly among local properties.
Ability to successfully complete all background screening and child-safety requirements established by Angels’ Arms.
