Hiring Range:$35,000-42,000; HALOS values pay equity with initial compensation determined strictly by the candidate’s education and experience

Work Location: Remote-first, hybrid environment with an admin hub in North Charleston, South Carolina
In-Person Collaboration Requirements: Reporting for in-person work is not an at-will employee choice; while management values a flexible approach to work and the utilization of remote work, all schedules must be approved by a supervisor and must support the success of HALOS. It is estimated that this position will be required to report in-person to the Charleston, SC area once a week unless an alternate arrangement is approved by the Executive Director.
Travel & Drive Time: Rare in-state overnight/multiday travel, as required for business, is estimated to be 5% or less of the work year; other local/regional travel is occasional and estimated to be 10-20% of weekly time. Out-of-state, required travel is estimated to be rare.

Organizational Background
HALOS, founded in 1997 and incorporated in 2003, is a growing nonprofit organization that serves grandparents, relatives and family friends who are raising children to keep them with family in the Lowcountry of South Carolina. The mission of HALOS is to equip kinship caregivers for success, provide resources that support safe and thriving children, and advocate for a kin-first South Carolina. HALOS meets the needs of kinship families through a variety of direct programming including navigation, supportive services, and concrete/economic supports. HALOS is also a state-wide thought leader in kinship care with a history of successful advocacy and public-private partnership.
HALOS offers an administrative office in North Charleston, SC, which is available for the use of all employees. The organization values high-quality supervision and access to effective technology for remote workers.
Position Summary
The Family Resource Coordinator (FRC) is the initial point of contact for kinship families seeking specialized services through HALOS. This position conducts assessments, schedules intakes, and coordinates resources for caregivers and families to support stability, safety and well-being. When needed, the FRC also assists the HALOS Family Advocates by providing direct guidance to kinship families, supporting family functioning over several domains including financial stability, legal capacity, community connection, and emotional well-being. The FRC plays a key role in the navigation team’s goal to increase a caregiver’s knowledge of available resources and how to access them; this is accomplished through trust, consistency, and fidelity to the navigation model.
This position requires occasional evening and/or weekend hours.
Essential Functions of Position

First Impressions (Reception)
- During business hours, answer all incoming calls to the HALOS main line in a professional and compassionate manner
- Direct non-programmatic calls to the appropriate line
- Screen requests for assistance for eligibility and gather necessary information for next steps
- Provide information and referral services to families seeking assistance but who are not eligible for HALOS programming
- Direct programmatic calls to the appropriate staff using the program database to determine their case status; for eligible families seeking HALOS services, provide intake, assessment, and resource coordination as described below
- Demonstrate a strong understanding of all resources available to kinship families as well as non-kinship families in order to serve as a primary provider of information and referrals.
- Ensure families feel heard and valued while receiving services; excellent customer service is required
Intake, Assessment, & Resource Coordination
- In alignment with the Foster Kinship model of navigation and using a Family Resource Center framework, provide information and referral services to families in need with a focus on connecting them to HALOS’ navigation and/or supportive services with a warm handoff
- Receive and review all external referrals to HALOS to ensure required information is included; maintain accurate intake records
- Make contact with referred families within the time frame established by the program model
- Manage frequent communications (phone calls, emails, Teams, etc.) and scheduled follow-ups to ensure timely interactions with kinship families as well as continuity of navigation progress
- Obtain necessary consents and other forms; assess families using approved assessment tools; schedule intake appointments
- Maintain detailed records by creating and reviewing case notes, logging actions, etc. with fidelity to the evidence-based modelServe as the primary contact and coordinator for the ordering of concrete supports (beds, mattresses, car seats, etc.) and the tracking of economic supports (i.e., emergency financial assistance)
- Assist Family Advocates when required to deliver routine concrete supports to eligible kinship families and follow established crisis response protocols as necessary
- Regularly staff cases with the program department to conduct fidelity checks and share performance feedback
- Conduct follow-up calls to families who receive an internal referral but do not take next steps
- Conduct updated intake calls for eligible families requesting services and who have a previous case closed over six months prior
- Maintain positive and professional relationships with community partners (such as DSS, family court, etc.) and follow up regularly and respectfully with partners; ensure key referral sources have up-to-date referral information
- Attend community partner and outreach events as requested by the Director of Programs or Kinship Navigation Manager
- Assist with family events for kinship families
- Participate in other HALOS initiatives, as requested and as time and interest allow.
Family Advocacy (Limited)
- Crosstrain with other front-line staff to support the established navigation model and provide navigator services to assigned kinship families during times of heavy demand
Qualifications
Minimum Qualifications
- High school diploma or equivalent
- Excellent communication, organization, problem solving, time management, and follow-up skills
- A compassionate and non-judgmental approach in communication with adults and children of all backgrounds and experiences; approaches families with a trauma-informed framework
- Able to successfully work in a remote-first environment with HALOS supplying any required equipment or supplies for home-based work
Desirable Qualifications
- Bachelor’s degree or higher
- Knowledge of child welfare and kinship care issues and/or social work training
- Lived experience with kinship care or foster care
- Bilingual in English and Spanish
- Experience with Microsoft Office/365 tools, Salesforce, other databases
