OpenSky Policy Institute is seeking a Director of Finance and Operations to lead the organization’s internal operational infrastructure and ensure efficient, compliant, and scalable systems that support its legislative engagement, policy, communications, outreach and development work. This role serves as a strategic partner to the Executive Director and is responsible for financial operations, compliance, business systems, vendor relationships, organizational processes and cross-functional coordination.

Essential Job Functions

  • Lead organization-wide business operations, ensuring internal systems, processes and workflows support strategic priorities and effective day-to-day execution. Provide operational leadership for budgeting, expense management, invoicing and vendor payments in coordination with leadership and finance partners.
  • Oversee bookkeeping functions, including recording financial transactions, maintaining and organizing records and providing the external accountant with information for payroll and preparation of financial statements.
  • Prepare and present financial statements, analyses, and forecasts for leadership and the board, and partner with the Executive Director on financial planning and budgeting.
  • Lead preparation of all materials for external financial audits and reviews.
  • Oversee compliance tracking for internal financial controls and cash management, lobbying expenditures, restricted grant spending.
  • Oversee administrative operations, including travel coordination, meeting logistics, phone systems, calendar coordination and related organizational support functions. Lead office operations, including procurement of office supplies, oversight of office equipment maintenance and continuous improvement of workplace systems.
  • Administer information technology systems, including Google Workspace and Microsoft 365.
  • Coordinate and strengthen onboarding systems for new employees, including computers, email accounts, system access, required documentation, and operational orientation.
  • Provide operational leadership for internal and external events, training and other organizational activities.
  • Oversee organizational adherence to record retention and management of information systems.
  • Develop and maintain organizational operations documentation, internal reporting systems and process standards to strengthen consistency and institutional knowledge.
  • Serve as a strategic operations partner to the Executive Director, advising on organizational systems, resource planning, compliance and internal infrastructure.
  • Perform other duties as assigned.
